A once-trusted teacher and coach is accused of sexually abusing a 15-year-old girl in his classroom.
Fifty-two-year-old Gregory Lee is charged with production and receipt of child pornography.
Dublin City Schools officials say they are "sickened" by the allegations. But this week's arrest was preceded by two decades of complaints.
Gregory Lee's 22-year career with Dublin City Schools ended on May 1, with his resignation for, in his words, "personal reasons."
Dublin City Schools, in reporting Lee to the Ohio Department of Education, said Lee resigned "under threat of termination."
The road to Lee's resignation began on April 13, when the ex-boyfriend of an 18-year-old student reported inappropriate contact between her and Lee.
Dublin Schools suspended Lee and notified Dublin Police, who investigated but found no evidence of a crime.
The student denied any inappropriate contact by Lee, and her ex-boyfriend recanted his story.
But in the course of that investigation, Dublin Police heard from the mother of a 15-year-old student, who told police she and Lee exchanged nude photos and videos hundreds of times and even had sex in his classroom multiple times. Investigators say Lee admitted all of it.
Public records obtained by 10TV reveal this wasn't the first time Lee was accused of inappropriate contact with female students. Hundreds of pages of documents detail 20 years of disturbing behavior and a clear pattern.
In October 1997, Dublin Scioto's principal wrote of "concerns" about "Lee treating numerous athletes in his office behind closed doors" and "overly possessive personal involvement with individual female athletes."
In January 1998, administrators met with Lee and cautioned him to "be careful in how he deals with his athletes and be aware of the perceptions of others."
Three months later, his Athletic Director wrote of a new concern: "Girls being given office keys to use the phone" and "Lee meeting with girls in the boys locker room coaches office."
Four years later, in September 2002, Lee was investigated for insubordination.
A letter to Lee said, "You had been directed...verbally and in writing on at least five separate occasions not to meet behind locked doors with female student-athletes...Any repetition of your insubordination...will result in further disciplinary action."
Two months later - November of 2002 - a letter from district human resources: "You have written inappropriate notes to members...of the girls cross country team...and you have had inappropriate physical contact with these student-athletes."
A "confidential memo" listed issues to be addressed with Lee. It included:
- Lee putting "inappropriate notes into the girls pockets and gym bags"
- Parents complaining that Lee was "too involved in students' personal lives."
- "Coach Lee followed the boyfriend of one of his student athletes to make sure that he was not going to her home."
- "A parent indicated he observed Coach Lee rubbing Ben Gay on the girls' legs. The parent also said that Coach Lee had remarked that the girls bodies were becoming pretty."
In June 2003, Lee was forced to resign as coach of the girls cross country and track teams.But Dublin Scioto kept him on as a teacher.
And six years later, in January 2009, he was again investigated for an "unduly familiar relationship with a female student" that caused "her great emotional distress."
She reported multiple occasions when she believed Lee was attempting to look down her top.
"Female cheerleaders...have been sufficiently uncomfortable about your staring at them that...they have donned sweatshirts...over their clothing when in your classroom."
Lee was suspended for two days without pay for his "history of problematic conduct" and given a "final warning. Make no mistake- there will not be another."
Dublin Schools reported the misconduct to the Ohio Department of Education.
After a six-month investigation, ODE "admonished" Lee that he "may have failed to observe appropriate...boundaries over a continuing course of conduct."
ODE warned him, "any further conduct unbecoming" could cause the state to revoke his credentials.
One year later, in 2010, Lee was suspended for two days again for "misconduct with a female student, including inappropriate touching."
Dublin Schools Human Resources wrote, "Your continuing acts of misconduct toward students are very serious and potentially job threatening. If there are further complaints, I will recommend termination."
Dublin again reported Lee to ODE. In August 2011, the state found he again engaged in "conduct unbecoming."
The state suspended his teaching license for three days and ordered a year of monitoring Lee for any further misconduct.
For a year, Dublin Schools reported no problems with Lee.
In 2015, ODE suspended Lee again, for "failing to disclose his 2010 suspension" when trying to renew his teaching license.
The state renewed his licenses, but suspended them for 90 days, allowing the suspensions to be served over summer break.
Once again, Lee was back in the classroom, where federal investigators say he admitted to sex with a 15-year-old student.
"All of us work in education because we care about children," said Dublin City Schools Superintendent Dr. Todd Hoadley, in a recorded statement. "We're sickened by these charges."
10TV wanted to ask Dublin Schools exactly when they became sickened by Lee's actions, and how and why they allowed him to continue there for 22 years with such a documented history of misconduct.
They refused to answer any questions, only releasing a video statement.
"Given that this case is now in the courts, this statement is all we can publicly say about the situation," said Hoadley. "Our district remains committed to our first priority – providing a safe environment for our students so they can receive world class instruction and a well-rounded education."
Hoadley says the district is reviewing internal procedures.
Lee is currently in jail, charged only with producing and receiving child pornography.
But Dublin Police say they do have an active sexual battery investigation related to his alleged sex acts with that 15-year-old student.
