32-year-old man charged with rape, kidnapping Columbus woman with cerebral palsy

The affidavit says the woman was shown a six-photo array on Jan. 25, 2024, and she positively identified Marcos Martinez Ramos as the suspect in the offense.

COLUMBUS, Ohio — A 32-year-old Virginia man was arrested and charged with raping and kidnapping a woman with cerebral palsy who he met online last year, according to Franklin County Municipal Court records.

Court records say on Dec. 16, 2023, Marcos Martinez Ramos traveled to Columbus’ Hilltop neighborhood and was let into a home by a 26-year-old woman with cerebral palsy and cognitive delays whom he befriended on social media.

Ramos allegedly pushed the victim into her bedroom and raped her. Records say that before leaving the home, he told the woman that if she told anyone, he would kill her and kill her mother.

On Dec. 30,  Ramos reportedly returned to the home and told the woman to come outside and get inside his truck. According to records, he took her to a Quality Inn in Grove City where he pushed her into a bed and removed her clothing.

Ramos then allegedly engaged in sex with the woman and ignored her pleas to stop, according to the affidavit.

He reportedly struck the woman’s face with his hand and then took her into the bathroom where he pushed her head into the toilet.

The affidavit states that he then drove her back to the area of her home and dropped her off.

While she was away on Dec. 30, family members of the woman called the Columbus Division of Police to report her as a missing person. Officers were at her home when she returned home, according to records.

She was taken to Doctor’s Hospital West and was interviewed by a detective. She was given a sexual assault exam and an evidence kit was collected.
