Franklin County Sheriff's Office highlights 4 hit-and-run unsolved cases

Dubbed "Operation Holiday Remembrance," Sheriff Dallas Baldwin said the agency wanted to bring awareness to four hit-skip crashes within the last two years.

FRANKLIN COUNTY, Ohio — The Franklin County Sheriff's Office is asking for the community's help in multiple unsolved hit-and-runs that killed three people and left one other person paralyzed. 

Dubbed "Operation Holiday Remembrance," Sheriff Dallas Baldwin said the agency wanted to bring awareness to four hit-skip crashes within the last two years.

"This is a very painful time of year for them [the victim's family] so we thought it was incumbent to draw attention to some unsolved cases because we know that there are people out there that know what happened," Baldwin said. " There is at least one person that always knows what happened."

Ronald Hull - Feb. 2, 2022.

Just before 6:30 a.m., 68-year-old Hull was crossing West Broad Street in the area of Broadlawn and North Wilson avenues. The sheriff's office said Hull was hit by a 2010-15 silver Honda Accord with tinted windows. The driver left the scene. Moments later, Hull was hit again by a second vehicle. That driver stayed at the scene and helped provide the sheriff's office with information about the first vehicle.

Emma Bailey - Aug. 3, 2022

Bailey, 18, was found along lying on the side of the road along Interstate 270 near U.S. 62. Authorities have no vehicle information to help solve Bailey's case. Deputy Chief Jim Gilbert said he is asking for anyone who may have heard something in the days after the crash or saw a vehicle with damage in the area to come forward.

Bailey left behind a 1-year-old daughter. Gilbert said the family is hoping for any kind of closure.

David Brown Sr. - April 22, 2023

The body of 45-year-old Brown was found lying in the middle of Johnstown road around 2:43 a.m. by someone driving in the area. Detectives learned Brown called for an Uber around 2:20 a.m. in the area of Johnstown and Stelzer roads, but the driver could not find him. Authorities have no information on what kind of vehicle hit him.

Nov. 3, 2023

Around 2:35 a.m., a man whose identity was not released, was found lying in the area of North Hague Avenue and El Paso Drive. The man was taken to a hospital and survived his injuries, but Gilbert said he will never be able to walk again.

Authorities found car parts lying in the road which come back to a 2013-16 Ford Fusion. Surveillance video from the area shows the driver pull into a parking lot and survey the damage on his car before driving away again.

"This is indicative of someone who is obviously aware they struck something...he is out and assessing the damage. That is an individual, that is somebody's family member, that's somebody that is left in the road way." Gilbert said.
