Former scout leader, postal worker guilty of masturbating in mail truck in Delaware County

DELAWARE COUNTY, Ohio — A former scout leader and former employee of the United States Postal Service was found guilty of public indecency after he was accused of masturbating in his mail truck in 2017.

Joseph Rice, 53, of Westerville, was convicted of the charge after appearing in court on Oct. 15.

According to the Delaware County Prosecutor's Office, Rice was accused of masturbating in his postal mail truck in Genoa Township on December 4, 2017.

Prosecutors say a mother and daughter were taking a walk when they said they saw the incident.

A spokesperson for the Simon Kenton Council said it learned of the accusation when he was indicted in February and “took immediate action to remove him as a registered member of Scouting.”

Rice waived his right to a jury trial, according to court records. He is expected to be sentenced on Nov. 18.

Rice also was charged with public indecency in 2002 and 2006.
