Ex-Colonel Wants Investigation Into Alleged Gov. Residence Plot

A former top leader at the Ohio State Highway Patrol is calling on the state's Inspector General to launch an investigation into a drug sting at the Governor's Residence that never took place, 10 Investigates reported Monday.

Col. Tom Rice, who ran the patrol until 1994, sent a letter to Gov. Ted Strickland, saying that Ohio Public Safety Director Cathy Collins-Taylor may have obstructed justice when she interrupted a criminal investigation, 10 Investigates' Paul Aker reported.

According to patrol records, troopers thought that a woman was going to drop off drugs at the Governor's Residence so that inmates who work there could ferry them into prison.

The woman, Angela Brofford, denied she was involved.

As 10 Investigates uncovered, patrol investigators were convinced Brofford was involved and -- rather than arrest her in the act as troopers had planned -- Collins-Taylor called them off and told them to warn Brofford instead.

"(Troopers) said, 'We're warning you so you don't go (ahead with the drug drop off) so you don't go to prison and lose everything you've got,'" Brofford said.

Inspector General Thomas P. Charles said that he won't officially review the file until Thursday and would not comment.

If Rice has his way, he wants Strickland to reinstate Maj. Robert Booker, who was relieved of his duties last week and was placed under an administrative investigation for his handling of the case.

Last week, Strickland told Aker that nobody should face scrutiny.

"I don't know why they would be under scrutiny," Strickland said.  "I don't know that anybody has done anything wrong or inappropriate."

A Strickland spokeswoman said on Monday that he is leaving the matter for law enforcement to handle.

Collins-Taylor's spokeswoman said she would not immediately comment because she had not seen Rice's letter.
