The incident occurred last Friday at Walnut Creek Elementary School, 10TV's Tanisha Mallett reported.
According to Genoa Township Police, the man was again seen entering the school on Monday and Tuesday but it was not clear whether he returned to the girls' restroom.
Police said that the man was spotted inside the restroom by a 9-year-old girl who had just entered the restroom.
"When she went to pull down her pants, she looked down and there was an adult male who had his head under the stall and was looking at the 9-year-old," said Genoa Township Detective Molly Welch.
The girl then pulled up her pants and ran out of the bathroom and back to her classroom, Mallett reported.
According to Genoa Township detectives, the girl was so frightened that she did not say a word about what happened to anyone. While she was in class, she claimed she saw the man walk by her classroom's door about four times.
Detectives told Mallett that they have no reason to doubt the girl's story since the time she signed out of class to go to the restroom matched the time stamp on the video they have of the man entering the school.
According to the police, the girl did not tell her mother about the incident but shared her story with another classmate. The classmate told her mother who then contacted the school on Wednesday, Mallett reported.
Police did not immediately give a description of the man.
A note was sent home to parents by school administrators but some said did not answer any questions they had.
"The note that came home was very broad," said Trudy Cooke, a mother of two girls that attend the school. "You could have generalized (the note). It could have meant there was a road accident. It could have meant anything."
According to Olentangy Local Schools, the only way visitors can enter the school is through the front door.
District administrators said they could not discuss the details of the incident but gave Mallett a copy of a letter that went home with all students on Thursday that detailed new security procedures.
They included that all school doors would be locked and visitors must use an intercom to gain access to the school.
The enhanced security procedures will take effect immediately, Mallett reported.
