Manuel Torres said he never meant for this to happen.
Columbus police were trying to calm fans outside his business, El Palenque Party House, after Sunday night's headliner Los Temerarios did not show up.
Torres said he signed a contract with a California promoter, and thought the band was coming.
The band, Los Temerarios, was reached in Mexico.
In a statement the band told 10TV, "We were not aware of this event and had absolutely no involvement with the promoter or the company."
Columbus attorney James Andrioff said he is not surprised music fans are accusing Torres of scamming them.
He just won a lawsuit against the promoter in Franklin County court.
"They entered into a contract with my client, Zamora entertainment, to do an event in conjunction with my client and paid them some money, but the check bounced," Andrioff said.
Andrioff said it was about a $19,000 check and that even with an order from a judge, Torres has not paid his client.
Torres did not want to discuss those allegations without his lawyer, but said he will pay the hundreds of people who bought tickets to the show.
"They give me the receipt, I will pay them," Torres said.
Torres said people should first contact the place where they bought the tickets for a refund, but many bought them at the door, Connelly reported.
