DELAWARE, Ohio — Neighbors in an apartment complex fear racial hatred has moved in after an African-American family found a dummy hanging from a noose in their front yard, 10TV's Cara Connelly reported.

LaClede Reid said he discovered the dummy and noose hanging from a tree in his yard Thursday.

Michelle Sumner said there was no fight, no harsh words with anyone - just the noose and a dummy.

"I was offended. I was concerned because I have small children," Sumner said.

Sumner's husband contacted Mark Butler, a community leader who is trying to revive Delaware County's chapter of the NAACP.

He said that this is not a prank but a case of ethnic intimidation.

"This situation intimidates. It should intimidate everyone, not just African-Americans," Butler said.

Reid said he cut it down so his children did not see it.

"I can't blame nobody, cause I didn't see nobody and all that - now I will definitely keep an eye on all that ," Reid said.

Delaware police are also watching out.

They said they have not had an incident like this before and are looking for information.

Police said they will increase patrols in the neighborhood.
