Edward Miller was charged with four counts, including felony charges of aggravated vehicular homicide and driving under the influence, according to the Franklin County prosecutor's office.
Police said that Miller, 28, was driving a pickup along Cemetery Road on July 18 at about 6 a.m. when the bicyclist, Steve Barbour, was struck.
Barbour, 58, died four days later, 10TV News reported.
Miller works at a deputy clerk of courts in Licking County. Police said that his blood-alcohol level was .10, above Ohio's legal limit.
Barbour retired last year from the Ohio Department of Transportation where he was a traffic engineer, 10TV News reported.
Miller's arraignment will be determined by the court next week.
