Steve Barbour was riding his bicycle along Cemetery Road when police said a pickup made an improper lane change and struck the bicyclist.
Barbour, 58, retired last year from the Ohio Department of Transportation where he was a traffic engineer, 10TV's Angela An reported.
The driver of the pickup, Edward Scott Miller, was initially charged with aggravated vehicular assault. Police said that they were working to file additional charges.
Miller, 28, works as a deputy clerk of courts in Licking County. According to police, Miller's blood-alcohol level was .10, which was above Ohio's legal limit.
Gail Falkinburg, a friend of Barbour's and a fellow cyclist, said that Barbour was planning to bike several miles on Saturday. He was planning to meet someone at the Hilliard bike path and ride to Milford, Ohio, near Cincinnati.
"This year, (Barbour) was planning on riding across country this fall," Falkinburg said. "It was the first time he could do that being retired."
Licking County's clerk of courts told 10TV News that no disciplinary was immediately taken against Miller.
Miller told 10TV News that his "thoughts and prayers are with the family right now."
