An officer shot Regina Jennings outside a convenience store early in the morning of June 18, 2008, 10TV News reported.
Police said Jennings, who is now 17, was shot when she refused to drop an air rifle she was trying to conceal under a blanket. Jennings denies having any weapon.

At a press conference on Thursday announcing the lawsuit filed in federal court, Jennings displayed wounds under her left and right arms. Her mother said the bullet wounds clearly prove her daughter's arms were raised when the officer opened fire.
"It's painful for everybody in the family seeing her like that," said Patricia Jennings, Regina's mother. "She can't really use her arms, trying to do hair or trying to put her clothes on. I have to help her out."
Last week, authorities decided not to charge Regina Jennings in the shooting incident at the Express Market Drive-Thru on East Fifth and Peters avenues on the north side.
