Morgan, a Republican from Huber Heights, said he wants the governor's office to turn over all correspondence, including e-mails, regarding how the administration arrived at its new evidence-based school funding plan, 10TV's John Fortney reported.
Morgan previously filed two public records requests for that information, but said the information he received was not satisfactory.
In an interview with 10TV last week, Morgan said all that has been provided was a draft bibliography that was submitted to the finance committee.
Morgan held a news conference on Monday to discuss the lawsuit.
"If there's not really evidence behind this plan, frankly that's OK, too, it doesn't stop the governor's prerogative for providing for an education plan," Morgan said. "But obviously that will change the debate because now what we're doing is having a debate of opinions and what we need to get to is what's the right public policy for children and taxpayers of Ohio."
The governor's office has 20 days to respond to the lawsuit. After that time frame, the Supreme Court can either force the governor's office to turn over the evidence, dismiss the suit, or give both parties more time to provide additional evidence.
Despite the lawsuit, both Democrats and Republicans, including Morgan, applauded Strickland for offering a bold school funding reform plan. Morgan said he wants to see the evidence of how the funding system was designed.
