Proposed Bill Could Make Man's Urine Fetish A Crime

State Rep. Jim Hughes has proposed legislation that would make it illegal to collect bodily fluids form a juvenile. A second offense would be a felony punishable by up to one year in prison.
The proposal comes after Allan Patton, a Northwest side man, was arrested in June at Dublin's Sports Ohio complex for allegedly placing Saran Wrap on toilets and cups in urinals, 10TV's Kevin Landers reported.

At the time of his arrest, Patton told officers that he was not hurting anyone and that he suffered from an illness, according to a police report.
In 2006, after Patton was arrested at a movie theater, he told Gahanna police that he suffered from urophilia, a sexual fetish involving urine, 10TV News reported.
"I feel good when I drink the urine," Patton told an officer. "Even though it makes me sick, it is a release to me. It's almost spiritual. I feel like it makes me closer to them, like I am drinking their youth."
According to a police report, Patton said he has made candies with urine, put it in cereal and
mixed it with juices, bathed in urine, and poured it over himself in bed and let it dry.
Patton has collected as many as 15 "samples" in one night, according to the report.
Police said that Patton preyed on boys for the past 16 years. In 1993, he was arrested for touching two young boys while trying to drink their urine at Magic Mountain Fun Center.
Patton's crimes are misdemeanors and -- despite court ordered counseling, house arrest, revoked probations and jail -- Patton has continued to obtain urine, Landers reported.
"These are the types of people we don't need around our kids, we need to protect our children," Hughes said.
Hughes and Ohio State Sen. Steve Stivers plan to introduce the legislation at the same time in both the Ohio House and Senate. If passed, the bill could be on Gov. Ted Strickland's desk before the end of the year.
"It is such a serious issue, we shouldn't be doing this type of stuff to our children," Hughes said.
Last month, Patton was placed under house arrest until his upcoming trial. Patton was also ordered to wear a global-positioning system device and stay away from any bathrooms where children may gather, 10TV News reported.
Patton's next court date is scheduled for Aug. 21, 10TV News reported.
