Sex Offender Worked At Dublin Festival

Keith Culbertson was a member of a history re-enactment troop that performed inside a tent at the festival, 10TV's Kevin Landers reported.
A parent recognized Culbertson and notified police, but police said Culbertson was doing nothing illegal in performing at the festival.
Festival director Sandra Puskarcik said no background checks were performed on Culbertson, who did not work directly for the festival.
"There is actually no legal requirement for us to do background checks on independent contractors," Puskarcik said.
Culbertson told 10TV News that he has been rehabilitated since his 1997 conviction for raping a 7-year-old boy in a YMCA locker room. Culbertson was working as a summer sports counselor at the time of the rape.
"I made a mistake at one point of crossing boundaries," Culbertson said. "I would never harm a child willingly or knowingly."
Last month Culbertson was spotted in a park in Upper Arlington, prompting complaints from residents and distribution of a flyer with Culbertson's picture.
Upper Arlington is now considering banning sex offenders from loitering in public parks.
Culbertson said he waits for the day when he can just blend in, and he hopes he can convince the public that he is not the man he used to be.
"How am I supposed to survive in the world if people can't trust me in open situtations with other adults," Culbertson said.
