Landlords agree to pay $850,000 in bias settlement

MASSILLLON, Ohio (AP) — A couple that owns three northeast Ohio apartment complexes has agreed to pay $850,000 to settle a federal bias complaint in which they were accused of limiting the number of blacks and families with children they'd rent to.

Seventeen people will receive a portion of the settlement from John and Mary Ruth, who own apartment complexes in Massillon in Stark County.

The complaint says managers were told to limit the number of apartments rented to blacks and to families. They also were told to induce people to move or to manufacture reasons to evict them. The complaint says 10 former employees of the Ruths' testified about their discriminatory practices.

The Ruths agreed to hire an independent company to manage their rental properties

An attorney for the Ruths declined to comment.
