Those close to Perry say he is eyeing a second presidential bid, even if he has to rebuild a political operation from scratch.
Perry visits New Hampshire for the first time since his disastrous 2012 campaign later this month.
His advisers report that he's taking serious steps to put the past behind him.
For more than a year, Perry has been holding weekly meetings with policy experts to help create fluency in complicated topics. He's also beefed up his foreign and domestic travel.
And he has begun hiring staff in key states like New Hampshire to prepare for a possible run.
