Police: Arrest after bound woman found in Pa. home

PHILADELPHIA (AP) — A woman is charged with kidnapping after police say they found an "extremely thin" woman tied to a bed inside a north Philadelphia home.

Authorities say officers who responded to an unrelated disturbance found the 36-year-old woman Saturday morning living in "unsuitable conditions" with sores on her body.

A police spokeswoman says the woman "appeared to be special needs and has a limited vocabulary." The woman was cut free and taken to a hospital for evaluation.

Police say they don't know her relationship to 46-year-old Regina Bennett, who's also charged with assault, unlawful restraint, false imprisonment and related offenses. She was held on 10 percent of $500,000 bail.

A phone listing for Bennett couldn't be found and public defenders couldn't be reached Sunday.
