DOVER, Del. (AP) — A court-appointed monitor says Delaware mental health officials are making good progress in treating more patients with mental illness in community settings rather than in institutions.
Robert Bernstein is monitoring the state's progress under a five-year settlement agreement with the U.S. Department of Justice. The agreement was announced last year after federal officials issued a scathing report criticizing the warehousing of people at the state-run Delaware Psychiatric Center.
Bernstein issued his second six-month progress report this week. He found that Delaware is largely meeting its benchmarks and is making significant progress in retooling its systems in fulfillment of the Americans with Disabilities Act.
Bernstein did note that the state is facing information technology challenges in developing a target population list and implementing an electronic health records system.
