PORTLAND, Maine (AP) — Maine's child welfare agency and a mother whose baby was allegedly killed by a 10-year-old girl agree — the girl's mother also is to blame.

The mother, who was baby sitting the infant when she died and whose daughter was charged with manslaughter, has not said if she plans to appeal the state agency's finding.

A caseworker said in a letter that the sitter made mistakes by leaving the baby with her daughter. The caseworker said the daughter has behavior disorders and wasn't suitable for caring for the infant. He said the sitter's negligence led to the infant's death.

Nicole "Nicki" Greenaway of Clinton says her 3-month-old baby, Brooklyn Foss-Greenaway, ingested medication and was suffocated. She, too, has said the sitter should be held responsible.
