WASHINGTON (AP) — Congress is back in Washington, but don't expect much lawmaking of significance.
For the next 3½ sweltering weeks on Capitol Hill, lawmakers will look busy, say many words and throw blame on one another. They will even cast some votes on weighty matters like health care and taxes. But they won't make much law.
The Republican-led House will pass Republican bills like repealing health care and extending all of President George W. Bush's tax cuts. Expect them to die in the Democratic-led Senate.
Senate Democrats will push Obama's agenda, which is a dead letter in the House.
Republican Sen. Lindsey Graham of South Carolina says lawmakers are "talking about the election in political terms rather than trying to find ways to solve the nation's problems."
