A West Virginia man has been arrested in Meigs County in connection with the death of a teenager who went missing August 10.

Meigs County Sheriff Keith Wood said Ernest Roach, 36, will be arraigned in Meigs County Court Tuesday morning. He is currently being held in the South Central Regional jail.

Wood said boaters discovered the body of Ericka Brown, 16, Cross Lanes, West Virginia, on an isolated stretch of the Ohio River near Portland on Saturday.

Eyewitnesses said she was wrapped in a plastic tarp and weighed down by a concrete block.

"Some of the others got close enough to where they could see her feet," said neighbor Donna Coffman. "And the brick."

Authorities said Brown's parents suspected their daughter snuck out of her bedroom window in the middle of the night.

Detectives scoured phone records and surveillance video and expanded the search to Athens County and as far north as Columbus.

"Of all the places in the whole world, why here in this little town that hardly anything ever happens?" asked Coffman.

Coffman said her heart goes out to the teen's parents.

"I've seen those pictures of her on TV standing there with that horse.  And that's always going to be an image for me of that pretty little girl," said Coffman.  "And that's just what she was, a pretty little girl.  It will be with me forever.  Forever and ever and ever."

An autopsy will determine how Brown died.
