Prosecutors say members of a violent Ohio juvenile gang beat other youth, stole food and attacked guards with virtual impunity because they knew there likely would be no consequences.
Cuyahoga County prosecutors say members of the Heartless Felons terrorized youth and staff members at a juvenile detention center in Cleveland.
Juvenile Court administrative Judge Kristin Sweeney said Friday the court has taken a number of steps in recent months to make the detention center safer and will be adding guards soon.
Prosecutors charged 43 members of the gang in juvenile court Thursday, including racketeering, and want the youth tried as adults.
The Heartless Felons first formed in 2000 in one of the state's youth prisons.
