New legislation would change how youth group homes operate in communities.
It would require them to file their emergency and engagement plans with first responder agencies, as well as create a framework for handling neighbor's concerns.
"It really is going to give communities a tool, an avenue, that hey, we have a concern here with a particular group home, we have a problem. And where do they go to get that problem or concern addressed and this piece of legislation allows that to happen," said Ohio Representative Anne Gonzales.
The bill also calls for a pilot program that would provide guidelines for assessing a child's needs and risk behaviors before any group home placement.
The proposal comes after Jane Juergens was found stabbed to death while jogging in Ridgewood Park on October 20, 2013.
Sixteen-year-old Jordan Stewart was charged with murder. He lived with three other boys at a group home near the park.
