The Ohio State Highway Patrol has identified a child struck and killed by a van.
Troopers said Angel Gustbabo Hernandez, 4, died after the collision shortly before noon Thursday on Brock Road in Union County.
The highway patrol says witnesses told them a van was backing out of a driveway when a child fell out and was run over.
Union County Sheriff's dash cam video obtained by 10TV shows the father, Natividad de Jesus Hernandez, did not leave the scene immediately as originally thought.
The video shows first responders scooping the little boy up in their arms and rushing him to the medic.
The video then shows the sheriff's deputy on the scene enter the medic as it leaves for Dublin Methodist Hospital.
The boy's father and several small children are left alone on the side of the road.
The father waits about three minutes and then leaves, ultimately leading investigators on a desperate search to find him.
The highway patrol had no idea know where to find the child's parents, nor did investigators know the little boy's name.
Eyewitnesses did explain how the accident happened...saying the father was pulling out of a driveway at a construction site when somehow the boy fell out of the moving van, and was run over.
It took troopers nearly two hours to find the child's family...and break the news that the boy didn't survive.
The Highway Patrol says the child was not secured in a child safety seat or booster seat.
Hernandez was later arrested and is behind bars on $500,000 bond. He is accused of failing to exchange information at the scene of an accident.
