Chillicothe Mayor Jack Everson says the city's police chief is clear of criminal wrongdoing.
Police Chief Roger Moore is under investigation after a city employee Tamra Lowe called 911 on Thursday.
"This is Tamra Lowe in the EEO office at 35 South Paint S.t," she told the 911 operator. "I have Chief Roger Moore in my office. I've asked him to leave my office three times. He's refusing to leave my office. I feel very threatened and intimidated. I'm asking you to please send someone."
The mayor said he contacted the Ross County Prosecutor, the Bureau of Criminal Investigation, as well as the City Law Director.
On Monday, the mayor released a statement that said those officials found "no harassment, intimidation, threat, or criminal activity involved with the incident."
Everson said the investigation will continue as an administrative issue.
