Police say the incident occurred at the Beechwold Hardware Store on North High Street on August 1 around 7:30 a.m.

George Kelly Jr., 50, allegedly tried to steal tools from inside of a minivan in the parking lot.

When the victim confronted Kelly, police said the suspect bit the victim. The police report said the victim was also dragged when he tried to stop Kelly from leaving the scene in a vehicle.

A witness recorded the license plate number and an officer spotted Kelly's car later that morning.
