The Clintonville Area Commission passed a resolution 5-3 on Thursday to put a left-turn lane on East North Broadway.
The lane would be placed in the westbound lanes, allowing residents to turn southbound on North High Street.
The intersection's future has been the focus of debate for about four years.
Turn-lane proponents said the project is needed because traffic now cuts through narrow residential streets to head south on High.
Many residents living on East North Broadway have been against the plan.
