3 Arrested For Allegedly Enslaving Mother, Child For More Than 2 Years

Man Charged With Homicide In Connection With Crash That Killed Tow Truck Operator

A Franklin County Grand Jury indicted a man for a crash that killed a tow truck driver.

Thomas G. Frederick, 59, is charged with aggravated vehicular homicide, failure to stop after an accident, tampering with evidence and operating the vehicle under the influence of alcohol or drugs.

Police said Frederick was driving the car that killed William Houck, 60, on Sept. 29.

Houck was a tow truck operator who was hooking up a disabled vehicle to his truck on Interstate 71 north of Cooke Road when he was struck.

Katheryn Neudecker, had two daughters with Houck.

“He never got to see my granddaughter,” Neudecker said. “My new grandchild will be born on his birthday. He’s never going to get to see those babies.”

Houck’s sister, Brenda Richards, said that it was nice to know that there was progress in the case.

“Whatever he gets, it’s not going to bring my brother back,” Richards said. “But it’ll be justice for the whole family.”

Prosecutors said that Frederick’s blood alcohol level was three times the legal limit.

Family members said that knowledge was tough, because Houck had once battled alcoholism and fought hard to keep others from drinking.

“The fact that somebody took his life for the same thing that he tried to tell people not to do was very devastating to us,” Neudecker said.

If convicted, Frederick could be sentenced to more than 15 years in jail. It was unknown if Frederick was in custody.
