Horizon Group Properties has outlet centers in Pennsylvania, Indiana, and several other states.
Their centers include retailers like Aeropostale, Ralph Lauren, Gap and Coach.
They are proposing the outlet mall near the intersection of state Route 161 and Beech Road.
Two other developers are proposing outlet malls along Interstate 71 near Highway 36/37 in Delaware County.
