The U.S. Attorney General's Office says three people are in custody accused of holding a woman and her child captive for more than two years.
A flipped rig had closed the ramp from state Route 37 north to Interstate 70 east Wednesday morning.
The tractor-trailer flipped in east Licking County before 7:30 a.m.
The ramp was reopen around 9:45 a.m.
The Ohio State Highway Patrol said there were no reports of any injuries.
