Ohio Issue 2 which would change the way legislative districts are drawn failed on Election Night.

The bill was losing by 63 to 37 percent as of 10 p.m.

The measure would have created a 12 person citizen commission to draw legislative and congressional district maps.

Backers of Issue 2 said that the change would make districts more representative of the state's geographic, racial, ethnic and political diversity.

Opponents of Issue 2 argued that the appointed commissioners would be unaccountable to voters. They said the process could be open to legal challenges.
