Sunbury Man Accused Of Kidnapping, Raping Indiana Teen Who Escaped His Home

A Sunbury man is being accused of meeting a 17-year-old girl from Indiana online and then kidnapping her.

Scott Cisco, 47, allegedly traveled to Indiana earlier this week after contacting the juvenile online, authorities said.

He's also a former law enforcement official.

Cisco appeared in a video arraignment before a Delaware County Judge where the charges against him were detailed.

“Alleging that you knowingly by force bound and gagged a 17-year-old female,” said a court official.

Police responded to Cisco's home Thursday after the girl called them and said she had been kidnapped from Indianapolis.

Prosecutors say Cisco met the girl online, drove to Indianapolis Tuesday to pick her up, brought her back to Ohio, gave her alcohol, bound and gagged her, and forced sex on her.

They say he then left her at the home, duct-taped to the bed, while he went to work at a local restaurant Thursday morning.

That's when they say she freed herself and called 911.

“I’m in shock,” said Brian Damico, Cisco’s landlord and friend.

Damico said Cisco is far from a predator, but rather someone who has a history of trying to help women in trouble.

“I believe the true story is he was lonely, he looked online for some companionship, he met a girl, she was telling him she was in distress, he drove to Indianapolis to pick her up, brought her here,” said Damico. “But I don't believe it was more of a forceful, get into my car, come back to my house, tie, rape. That's not what I believe at this moment.”

Cisco texted Damico before he turned himself into police, saying he made a bad choice and did “something stupid.”

Damico said Cisco claims he did not know the girl was 17-years-old. Cisco worked in the Sandusky County Sheriff's office from 1992-1997.

He's charged with kidnapping with sexual motivation and one count of rape -- both first degree felonies.

A preliminary hearing for Cisco has been set for Nov. 2 in Delaware Municipal Court.
