Man Accused Of Exposing Himself, Committing Sex Act At Cafes Arrested

Columbus police said that a serial offender was arrested on Thursday.

According to police, Dawaylan Terrell Hall has exposed himself to women at area coffee shops.

Witnesses reported that Hall allegedly performed sexual acts while exposing himself.

Police said that he typically pretends to talk on his cell phone and then sits next to a young woman at a café or coffee shop. The man who has exposed himself usually wears sweat pants, pulls them down and commits a sex act in plain view.

The manager at Kafe Kerouac, where Hall is accused of committing the crime on Tuesday, said that they tried to chase him down but he got away.

"And that had happened before with me, so I was getting pretty frustrated with the fact that this guy kept on eluding us,” said Kafe Kerouac owner Michael Heslop.

Columbus Police Special Victims Bureau said it's the instinct of most women to look away in these incidents making it hard to get a positive I.D.
 
"I was proud of her that she offered to actually, you know, testify against the guy to ID him, and that she was willing to take those steps. And so I think, not always, people want to be put in that position and that was really awesome of her to do that," said Heslop.

Hall most recently served nine months in jail on public indecency charges for committing the same crime.

Hall was released from jail in March, and police said that his arrest record for public indecency dates back to 2004.
