Ohio State Highway Patrol troopers were trying to locate the driver of a trailer who broke protocol and left the Quarter Horse Congress with 15 horses Wednesday morning.
According to the OHP, a person took the trailer that contained 15 horses at about 11:30 a.m. from the Quarter Horse Congress, a month-long event at the Ohio State Fairgrounds.
The trailer had Maine license plates.
Troopers said that the person was last seen getting on Interstate 71 south at 11th Avenue.
It was unknown if the person who took the horses was the owner, who refused to have his vehicle searched, thus breaking Quarter Horse Congress protocol.
Troopers said that they were not going to file a theft report but were still searching for the driver to question the person and find out why the person refused to have his vehicle searched.
