An Ohio Wesleyan coach said he caught a man standing on an observation deck engaging in a sex act with himself in plain sight.
Shawn Harrel, a 37-year-old registered sex offender, is now in custody.
Harrel is a registered sex offender who was convicted in 2002 of six counts of unlawful sexual conduct with a minor.
He’s been free for a little more than a year after nine years behind bars. He was back in court on Thursday after being caught on campus.
According to the Track and Field coach that caught him, Harrel was watching a spinning class from overhead.
"He looked out of place on our campus, and that was kind of the first sign, besides just the timing and the nature of where he was,” said Kris Boey. “So, I did pursue him throughout the building just to make sure that the authorities could find him quickly."
Boey called police and Harrel was arrested and charged with voyeurism and public indecency among other charges.
Ohio Wesleyan University officials sent out a campus alert this morning that informed students of what happened inside the Branch Rickey Center, including ways to prevent any future incidents.
Delaware Police don't believe Harrel posed an immediate risk to student safety, but they are still trying to figure out exactly how he gained access to the building and how long he was lurking there.
Only certain buildings, like residence halls, are locked 24 hours a day. Delaware Police said it's possible Harrel, who lived just a few blocks from the Wesleyan campus, just walked in through the building's main doors.
