Officers arrested two men after they were observed breaking into a compound and tampering with spools of wire.
According to the Chillicothe Police Department, officers watched as Stephen Reeves and Matthew Holbert entered the compound, located at 861 Orange St., and tampered with the spools.
Reeves, 49, and Holbert, 22, were arrested and charged with breaking and entering and possession of criminal tools. Police believed the men had drugs on them at the time of their arrests.
