Prosecutors said that a man accused of inappropriately touching himself in a car outside Polaris Fashion Place was under court supervision at the time.

Adam Luce was arraigned by video in Delaware County on charges of felonious assault. Luce, 25, was accused of exposing himself and then leading police on a wild chase that ended at a nearby hotel on Thursday.

On Friday, prosecutors said that Luce had been on the court's mental health docket since being convicted for public indecency twice in 2011.

Jeff Burkam, a family friend who is also an attorney, addressed the court.

"He has serious issues that must be dealt with," Burkam said."Apparently, we have not dealt with them strong enough up until this point, given the fact of all of these allegations."

A judge set Luce's bond at $20,000 and said if Luce is able to post bond, he will be placed on electronic monitoring.
