Escape of Accused Attempted Murderer Prompts Legislation

A man who escaped after being released on bail sparked a new bill that could have statewide impact.

The bill would require country clerks of courts to provide written notice to a county sheriff each time a person accused of a violent offense is released on bail and directed to live outside the community where the crime took place.

The need for this new legislation was raised after a Licking County incident in April.

John Stroud, who faces an attempted murder charge out of Scioto County, was suffering from health issues and was moved to a nursing home in Heath.

He escaped the nursing home and what followed was a 17-hour-man-hunt by the police, who finally caught him.
