Hocking County prosecutors said that they were negotiating with a woman accused of giving her children heroin in hopes that her children would not have to testify against her.

Shantel Parker is accused of injecting her children with heroin before sending them to school.

Prosecutors said that Parker was refusing to take the plea deal.
