Auditor's Office Willing To Take Property Value Appeals

Starting on Wednesday, the Franklin County Auditor's Office will be holding a series of neighborhood informal value review meetings.

Consumer 10's Kurt Ludlow said that Franklin County property values dropped nearly seven percent since 2005.

The county completed its evaluation of all 400,000 properties and the Franklin County Auditor's Office is giving residents a chance to make a case that the county's value was wrong.

Tim Jarvis invested in two rental properties on the same street in the Hilltop many years ago. He was dismayed to learn the Franklin County Auditor valued them so differently, Ludlow reported. 

"They told me that one property went up and the other property went down and they're directly across the street from each other," Jarvis said.

One house lost $10,000 in value and the other house gained $5,000.

Jarvis did not understand how a drive-by appraisal by the county could be accurate.

"I can say, 'Hey, that car looks like it's worth $10,000,' but I didn't know that the frame was broke, the transmission didn't work.  The motor had been blown up for four years.  You don't know what's inside," Jarvis said.

Franklin County Auditor Clarence Mingo was expecting to get an earful from thousands of property owners like Jarvis.

"We'll give every homeowner the opportunity to meet with us on an individual basis to discuss those values," Mingo said.

"If they have a recent appraisal, if they have any sales information about their neighborhood, or if they have any photographs of the home that indicate the condition of the home and anything else they think might be insightful to us to aid in determining an accurate value," Mingo said.

Jarvis was prepared to prove the worth of his properties.

County property values will be finalized in November, Ludlow reported. If you are still not satisfied, you can take your case to the County Board of Revision beginning in January.
