Prosecutors detailed new allegations and charges Monday against a theater instructor accused of fondling a student on school property.

Larry Dibble, who worked at The Wellington School in Upper Arlington, now faces 21 counts after it was discovered that he allegedly installed a hidden camera to record theater students undressing, 10TV's Lindsey Seavert reported.

Prosecutors said that none of the students shown in the video recordings were currently enrolled at The Wellington School, and that all of the alleged victims had been contacted by police.

Dibble was indicted Monday on new charges related to voyeurism and turned himself into Upper Arlington Police shortly before 8 p.m., 10TV News reported.

He already faces a charge of gross sexual imposition after a former Wellington student told police that he had inappropriate contact with her.

According to the Franklin County Prosecutor's Office, between April and May 2009, Dibble put his hand up the girl's skirt and fondled her while they were on school property, Seavert reported.

The girl was 18 at the time of the alleged contact.

Dibble previously pleaded not guilty to the charge of gross sexual imposition.

Franklin County Prosecutor Ron O'Brien said Dibble is accused of secretly videotaping female students between August 2002 and June 2003. A camera was hidden in the girl's dressing room, Seavert reported.

"That was done during a time they were in various stages of undress," said Franklin County Prosecutor Ron O'Brien.

Wellington said they hired an outside security firm as soon as they learned of the additional charges against Dibble. The firm found no additional cameras, the school said.

All of the 20 victims have been contacted, O'Brien said, and his office is confident there are no other victims. There is no indication Dibble shared the video, O'Brien said.

"They need not call here, they need not call Wellington and ask 'Was my daughter one of the people subject of voyeurism' because if you have had no previous contact with Upper Arlington Police, then you are not a victim in the case based on the information we have now," O'Brien said.

Seventeen of the students taped were minors at the time, O'Brien said.

Dibble had been a staff member at the Wellington school since 1998, but according to the Ohio Department of Education, Dibble never applied for a teaching license in Ohio but instead worked as a staff member at the school, Seavert reported.

He passed all necessary background checks, school officials said.

The school said previously that it suspended Dibble pending the outcome of the investigation.
