4 People In Scioto County Arrested In Connection To Heroin Ring, 2 Others Still At Large

The Scioto County Sheriff says four people have been taken into custody on drug charges in connection to heroin trafficking.

Tuesday afternoon, authorities arrested two females. Danielle Kouns, 35, and Teresa Mosley, 43, were charged with Engaging in a Pattern of Corrupt Activity, Trafficking in Heroin, and Permitting Drug Abuse.

The arrests were made at Kouns’ home on Stoney Run Road in West Portsmouth and Mosley's residence on Scioto Trail in Portsmouth.

Members of the Southern Ohio Drug Task Force say suspected heroin and digital scales were found at Mosley's home.

A grand jury also indicted two men who were living at the homes. Charles Sadler, 32, and William Sadler, 38, are still at large.

Two other people found at the homes were arrested. Shawn Clay, 38, and Ricky Wilburn, 36, were taken into custody on Tuesday. Wilburn was wanted on outstanding warrants for Failing to Appear and Driving Under Suspension. Clay had an outstanding warrant for Failing to Pay Fines.
